Second Plenary Meeting of Dialogue´s Venezuela Working Group Calls for Peaceful Democratic Transition and Unhindered Entry of Humanitarian Aid in Venezuela

Washington, DC – The Inter-American Dialogue’s Venezuela Working Group (VWG) met on February 14-15 in Bogotá, Colombia to analyze the urgent democratic and humanitarian crisis in Venezuela. In the course of its deliberations, the VWG met with civil society organizations and experts and with leading representatives of the Venezuelan National Assembly, the Government of Colombia, and the United Nations. The group approved the following statement:

The Venezuela Working Group is deeply troubled by the critical humanitarian crisis affecting millions of Venezuelans. The crisis is the most visible manifestation of the institutional breakdown in the country. We commend those within Venezuela and in the international community who are mobilizing humanitarian assistance and distributing food, medicine, and medical supplies in Venezuela under extremely challenging circumstances. It is critical that Venezuelans, including those involved in the mobilization of aid, not be prevented from participating in the distribution of such assistance or subjected to additional violence.

There can be no equivocation regarding the gravity of the humanitarian emergency in Venezuela or the need for a commensurate response. We echo the recent call of 135 Venezuelan civil society organizations for all relevant national and multilateral authorities to explicitly recognize the full scale of the humanitarian crisis in the country. We further call on civilian and military authorities in Venezuela to refrain from any actions that obstruct the entry or delivery of humanitarian assistance to the Venezuelan people. All actors should refrain from further politicizing the distribution of food and medicine.

A peaceful, democratic transition followed by the reconstruction of Venezuela’s governing institutions represents the only viable and sustainable solution to the visible suffering of millions of Venezuelans. Overcoming the humanitarian crisis is possible only with political change, including a democratic, transitional government and the celebration of free elections allowing for necessary measures to be adopted with the support of the international community. We call for respect for the free will of the Venezuelan people.

Washington, DC – El Grupo de Trabajo sobre Venezuela del Diálogo Interamericano (VWG por sus siglas en inglés) se reunió en Bogotá, Colombia entre el 14 y 15 de febrero para analizar la grave crisis democrática y humanitaria en Venezuela. En el curso de sus discusiones, el VWG se reunió con organizaciones de la sociedad civil y expertos, y con altos representantes de la Asamblea Nacional de Venezuela, del gobierno de Colombia y de las Naciones Unidas. El Grupo aprobó la siguiente declaración:

El Grupo de Trabajo sobre Venezuela se encuentra profundamente preocupado por la crisis humanitaria que afecta a millones de venezolanas y venezolanos. La crisis representa la manifestación más visible del colapso institucional del país. Aplaudimos a quienes dentro de Venezuela y en la comunidad internacional están movilizando asistencia humanitaria y distribuyendo alimentos, medicinas y suministros médicos bajo circunstancias extremadamente desafiantes. Resulta imperativo que a los venezolanos, entre ellos quienes participan en la movilización de ayuda humanitaria, no se les impida participar en la canalización de esta asistencia ni sean sometidos a más violencia.

La gravedad de la emergencia humanitaria en Venezuela y la necesidad de una respuesta equivalente no dan lugar a ninguna duda. Nos hacemos eco del llamado reciente de 135 organizaciones de la sociedad civil venezolana exigiendo a todas las autoridades nacionales y multilaterales relevantes el reconocimiento explícito de la magnitud de la crisis humanitaria en el país. Hacemos igualmente una llamada a las autoridades civiles y militares en Venezuela para que se abstengan de cualquier acción que impida la entrada o distribución de asistencia humanitaria a la población venezolana. Ningún actor debe politizar la distribución de comida y medicinas.

Una transición pacífica y democrática seguida por la reconstrucción de las instituciones venezolanas constituye la única solución viable y sostenible para el sufrimiento de millones de ciudadanos venezolanos. La superación efectiva de la crisis humanitaria sólo será posible con un cambio político, con el inicio de un gobierno de transición democrática y la celebración de elecciones libres, que permita adoptar las medidas necesarias con el apoyo de la comunidad internacional. Llamamos al respeto de la libre voluntad del pueblo venezolano.
